I can't remember if it is indeed Peeta who says this about Katniss, but regardless, you know he's thinking it. Plus, I envision guys more with text tattoos than actual images.

We can see Josh doing a really simple symbol, since he's already got the sign for Libra tattooed on his wrist. This arrow is a great tribute to Katniss and her weapon that has saved Peeta in the Arena time and again, plus it's discreet.
